Currently the Mascoma Dam project is in its earliest stages, and only exists as an application for a preliminary permit filed in October 2015 by Grafton Hydro L.L.C. The preliminary permit would only grant Grafton Hydro L.L.C. the right to further research into the possibility of the project on the Mascoma River in Lebanon, New Hampshire. Upon hearing from Tom Tarpey, the owner of Grafton Hydro L.L.C., it is now clear that many of the technical aspects of the dam project are still unknown. Without further studying of the region, crucial details like exact dimensions of water impoundments, definite positions of structures, and resulting changes in the water flow of the Mascoma River can only be estimated.
